The collision occurred at the intersection of East Center St. and Civic Center Dr., which is near the Mayo Civic Center in downtown Rochester.
Footage from the scene and a witness statement indicate an SUV traveling south on Civic Center Dr. ran a red light and struck the bicyclists as they were traveling east on Center St., the complaint says.
The woman suffered a laceration to her head and the man suffered a pink finger injury that resulted in a “revision amputation,” the complaint says. They both were transported to the hospital.
The charges say the driver was seen on video stopping behind a car making a right turn onto westbound Center St. She is then seen proceeding through the red light.
